Residents urge LAFCO to lead a renewable-energy master plan, raise Treasure Island contamination concerns

During public comment periods on Feb. 22, several residents and advocates urged the Local Agency Formation Commission to push for an accelerated clean-energy buildout in San Francisco and asked LAFCO to take a leadership role in developing a renewable-energy master plan.
Eric Brooks, representing Californians for Energy Choice and San Francisco Clean Energy Advocates, urged commissioners to ensure that any municipal utility preserves Clean Power SF's values and procurement commitments. "If we do a public power system, legally Clean Power SF ceases to exist," Brooks said, arguing the city must bake Clean Power SF's priorities into any municipalization effort and consider a municipal utility district with elected oversight.
Brooks and other commenters also raised concerns about Treasure Island remediation and alleged contamination problems tied to past consultant work; they urged halting development until remediation and oversight issues are resolved. Hunter Stern, speaking for IBW Local 1245, urged the commission to push the SFPUC and mayor's office to advance the PUC's list of potential clean-energy build-out projects, which he said have been stalled for years.
Gloria Berry urged expanded outreach to Black communities and non-digital channels, saying some residents lack internet access and that public materials should be simpler.
Commissioners acknowledged the comments and asked staff to share relevant PUC project lists and reports with newly seated commissioners; no immediate commission action followed.
