LAFCO to finalize legal‑services selection; executive officer reports on community‑choice summit and budget

In the executive officer’s report, Goebel said he attended the Community Choice Energy Summit and highlighted a panel discussion on the PCIA/exit fee that flagged a lack of transparency in how PG&E’s rates are used to calculate the exit fee. He provided LAFCO expenditures as of Nov. 15 and said staff is drafting a two‑page plan mapping LAFCO’s future work. Commissioners asked that any CPUC reform efforts affecting transportation be added to LAFCO’s legislative watch list.
Public comment urged LAFCO to oppose any bailout of PG&E and to monitor possible statewide CPUC reform and transmission‑access charge legislation. Commissioners responded that they will track these items and consider them for the watch list and future agenda items. Commissioners also requested staff work to schedule a joint LAFCO‑PUC meeting focused on local build‑out and the PUC to return with more detailed plans in January.
