Clean Power SF readies for largest auto-enrollment; PUC outlines multilingual outreach and ad campaign

Clean Power SF is preparing to auto-enroll about 250,000 additional customer accounts in April, a move that would increase the program's total served accounts to roughly 360,000 citywide, Clean Power SF Director Michael Hyams told the San Francisco Local Agency Formation Commission on Feb. 22.
Hyams said the program currently serves about 111,000 accounts with a cumulative opt-out rate of 3.2 percent and a 3.8 percent "Super Green" upgrade rate. "That means Clean Power SF has more than 4,000 businesses and households in San Francisco that have elected to receive a 100 percent renewable electricity from Clean Power SF," Hyams said.
Tyler Gamble, acting communications director for the San Francisco Public Utilities Commission, described an extensive outreach and communications plan ahead of the enrollment. The plan includes community presentations, a speakers bureau, direct outreach to roughly 140 community organizations, paid advertising on Muni and at station locations, neighborhood and language-specific publications, and a digital ad campaign later this spring. Gamble said the first of four statutorily required enrollment notices began mailing, and the department will send notices in weekly batches of about 60,000–70,000 during the enrollment period, totaling roughly 1 million mailed notices.
Gamble emphasized efforts to reach limited-English-speaking communities, noting Filipino, Mandarin and Spanish website translations are live and the program's IVR phone system is available in Filipino, Spanish and Cantonese, with Mandarin support coming soon. He also described partnerships with businesses and nonprofits to promote "Super Green" upgrades, citing incentives confirmed by some companies.
The presentation included an invitation for commissioners to provide suggestions and asked that staff deliver outreach materials to commissioners' offices for wider distribution. The PUC's outreach lead said staff will provide a digital press kit for use in newsletters and community communications.
The commission did not take action on the item; Hyams and Gamble said staff will continue to provide updates and can supply detailed enrollment and outreach figures to commissioners through the executive officer.
