At the April 20 meeting, the commission considered several procedural and personnel items.
Appointment: Item 3 considered appointment of one public member seat (term ending Feb. 22, 2022). Cynthia Pollock was the sole applicant; she recused herself from the room for discussion about her application. A motion to excuse her from the vote was made and taken without objection. The commission then moved and approved Cynthia Pollock's appointment to the public seat without objection.
Budget: Interim Administrative Officer Angela Calvillo presented the proposed LAFCO budget for FY 2018–19 and estimates for year‑end balances. Calvillo noted a current CCA work order balance of about $220,000, a general fund carryforward of roughly $98,000 and an estimated remaining balance at fiscal year end of approximately $51,750. The office estimated 2018–19 expenditures at about $273,000 if costs remain steady and listed a statutory placeholder request of $639,000. Commissioner Cynthia Pollock moved to accept the statutory limit of $297,342 while returning the difference to the City and County; the motion passed without objection.
Executive officer services: On item 9, Wilson Ng summarized an RFQ and interview process that prequalified three respondents (Brian Goble, Kelly Groth, PlanWest Partners). The panel recommended Brian Goble. The commission voted to accept the panel recommendation and directed the interim administrative officer to proceed with contract negotiations; Mr. Ng said interview materials and further details will be made public after contract award.
No roll call vote tallies were recorded in the transcript; motions were taken "without objection" where noted. The commission closed remaining business and adjourned.
