LAFCO to issue RFP for legal services and extends current contract through 2019
Summary
LAFCO authorized staff to issue an RFP/RFQ for legal services to secure a multi-year contract and, to bridge the procurement, extended the current agreement with Renee Public Law Group, LLP through June 30, 2019 (or until the RFP is complete).
The commission voted to authorize a request for proposals for LAFCO legal services and, to bridge the procurement window, approved an amendment extending the existing contract with Renee Public Law Group, LLP to June 30, 2019 or until the RFP process is complete.
Executive Officer Brian Goebel told commissioners the current legal-services contract dated from 2001 had been extended annually and that the RFP would allow the commission to select a firm for a multi-year agreement and avoid yearly extensions. John Givner of the city attorney’s office advised that an RFP was preferable in order to enable a multiyear contract.
Goebel also noted that Teresa Stricker (Renee Public Law Group) had recused herself from this matter. Public commenters including Eric Brooks urged LAFCO to prioritize a law firm that is locally based and "community oriented," and to consider a selection process that weights community values and responsiveness.
The motion to issue an RFP was moved by Commissioner Pollock, seconded by Commissioner Ronan and approved without objection. The commission also moved to extend the Renee Public Law Group agreement to cover the RFP timeline; that extension passed without objection.
