LAFCO prequalifies three bidders for interim executive officer services; closed session set before April 20

LAFCO staff told the commission on March 16 that an RFQ to obtain interim executive officer services produced three responses that met minimum qualifications. Wilson Eng, records and project manager, named the prequalified respondents as Bridal Goble, Kelly Groth and PlanWest Partners, Inc. Interim Administrative Officer Angela Calvillo said the anticipated contract rate is not to exceed $75 per hour and that contract terms would not exceed two years.
Calvillo explained that bids are subject to disclosure rules under the Sunshine Ordinance Administrative Code Chapter 67 and therefore responses cannot be released publicly prior to contract award. The commission directed staff to proceed with interviews and negotiations; Chair Sandra Lee Feuer moved, and Commissioner Hillary Ronan seconded, a motion to set a closed‑session special meeting at the call of the chair before the April 20 regular meeting to continue executive officer selection. The motion passed without objection.
The commission will conduct interviews and negotiate terms in consultation with LAFCO legal counsel and report back with a recommended contract. Staff listed the next steps as interviews, negotiations and contract preparation with legal counsel involvement.
