San Francisco LAFCO approves two‑year contract with Brian Goble for executive officer services

The San Francisco Local Agency Formation Commission on May 2 approved a two‑year contract to retain Brian Goble for executive officer services at a not‑to‑exceed rate of $75 per hour.

The commission’s chair, Sandra Lee Feuer, called the special meeting and staff presented the contract after an RFQ‑based selection process. Interim LAFCO administrative officer Angela Calvillo told commissioners that a panel recommended Goble at the April 20 meeting and that staff completed negotiations on a draft contract for the commission’s consideration. Wilson Ng, records and project manager, described the contract’s scope, saying it would cover planning, managing, coordinating and evaluating the commission’s functions; formulating policies and procedures; developing operational objectives and standards; advising the commission on regulatory and planning responsibilities; and acting as a liaison with the public and other government units.

The contract term is two years with an as‑needed engagement model. Ng said the rate is not to exceed $75 per hour and that the total contract amount of $312,000 reflects a budget projection based on 2,080 hours per year for two years. Staff described two minor amendments: an amendment to Appendix A clarifying that this procurement is for professional services (the contractor is not entitled to employee benefits) and requiring adherence to employee and computer‑use policies when using office resources; and an amendment to Appendix B setting invoicing procedures (weekly invoicing permitted during the first month for services completed in the immediate preceding week, then monthly invoicing thereafter). Staff also noted the contractor should be accessible during regular business hours, 8 a.m. to 5 p.m.

Chair Feuer invited the selected contractor, Brian Goble, to speak. Goble said, "I am so grateful for this opportunity and honored to have been selected," and described his background as a journalist of about 20 years and his interest in transitioning to government to "have a direct impact on improving people's lives, especially our most vulnerable citizens." Commissioners expressed appreciation for staff and panel members who participated in the selection and negotiation process.

Chair Feuer asked for a motion to accept the presented amendments; Commissioner Hillary Ronan moved to accept them and Commissioner Ashanti Singh seconded. The chair then called for a motion to approve the contract; Ronan moved, Singh seconded, and the chair declared the motion adopted "without objections," welcoming Goble to the role.

No members of the public spoke on the item during the meeting.

The contract includes the invoicing cadence and the professional‑services clarifications adopted in the amendments; staff indicated they would effectuate the agreement and work with Goble to address LAFCO priorities.
