LAFCO delays strategic-plan discussion as RFQ for executive officer proceeds

Interim Administrative Officer Angela Cavillo told the commission that LAFCO issued a request for qualifications for executive officer services on Dec. 29 and extended the submission deadline. Cavillo said the panel deliberation was held and staff hoped to issue a notice of intent to pre-qualify by Feb. 27. She said the anticipated not-to-exceed contract rate for executive officer services is $75 per hour.
Several public commenters asked about transparency of applicants. Cavillo and staff explained that respondent details are confidential in accordance with Administrative Code Chapter 67.24 while the panel completes scoring and makes determinations about minimum qualifications; staff said the names may be released around the time the notice of pre-qualification is provided to the commission. Cavillo added that respondents who are prequalified will remain eligible for consideration and contract negotiation on an as-needed basis for five years from the prequalification date.
Chair Sandra Lee Feuer proposed suspending further strategic-plan discussion until LAFCO has an executive officer on board; commissioners voted to continue item 7 to the March 16 meeting to allow the new officer to guide and implement any strategic plan. The commission also agreed to continue the RFQ-related item to March 16 to permit staff to complete the procurement steps and share qualifying information with the commission.
