The San Francisco Local Agency Formation Commission on March 16 appointed Shanti Singh to the public alternate seat and delayed action on its fiscal 2018–19 budget while staff prepares a fuller proposal. The commission also received a regulatory update on Clean Power SF and agreed to hold informational hearings next month on hospital community benefits and public broadband.
Chair Sandra Lee Feuer called for the appointment of Shanti Singh to the alternate public seat and Commissioner Hillary Ronan moved the nomination; Commissioner Cynthia Pollack seconded. The measure passed without objection. Singh, a San Francisco tenant and housing advocate who identified herself as the development and communications coordinator for Tenants Together and a co‑founder of Yes to Affordable Housing, told commissioners she would bring an ‘‘intersectional’’ approach to LAFCO, drawing on relationships with tenant and environmental justice groups.
The appointment drew public support. Eric Brooks, identifying himself with local clean‑energy and advocacy groups, said he ‘‘would strongly support appointing Ms. Singh to this body’’ based on her experience.
Angela Calvillo, interim administrative officer, presented an updated budget overview for FY2018–19, reporting a corrected available general fund balance (initially cited as $171,000, later updated to $220,000), a recommended reserve of about $45,000 (roughly 15 percent of the annual budget), and recent expenditures including roughly $94,000 in year‑to‑date spending and an $18,000 separation payout for the executive director. Calvillo also cited anticipated charges from other city departments (about $17,000) and a statutory placeholder figure of $297,000 referenced for the Board of Supervisors budget process. After public comment on the timeline for the budget process, the commission voted without objection to table the FY2018–19 budget until its next meeting to allow staff to refine the proposal.
The commission reviewed procurement for interim executive officer services. Calvillo and project manager Wilson Eng said the office completed an RFQ and prequalified three respondents; the anticipated contract rate is not to exceed $75 per hour and contract terms would not exceed two years. The commission authorized a special closed‑session meeting before April 20, at the call of the chair, to advance executive officer selection.
The meeting also included a substantive update on community choice aggregation. A San Francisco Public Utilities Commission representative reported the city filed a rehearing request with the California Public Utilities Commission over a recent CPUC resolution affecting CCA implementation filings, and staff described engagement in CPUC proceedings including protests to a PG&E advice letter on collection policies and participation in PCIA/PCIA‑reform work where testimony is due in early April. Commissioners signaled interest in pursuing LAFCO work on hospital community benefits and public broadband; the chair moved to schedule informational hearings on those issues at the April 20 meeting, and the motion passed without objection.
