At its March 22 special meeting the Local Agency Formation Commission elected Commissioner Hillary Ronan as chair and Cynthia Pollack as vice chair for 2017.
The commission approved minutes from the Dec. 9, 2016 meeting, then took up the proposed FY2017–18 budget. Executive Officer Jason Fried explained the statutory entitlement of $297,342 and recommended transmitting the full statutory amount to the City and County of San Francisco while signaling that LAFCO expects to retain a much smaller operational budget and return any unneeded funds.
Fried and legal counsel Nancy Miller clarified the timing: LAFCO adopts a proposed budget now and finalizes it by May or June under state rules, and the commission generally has a single formal opportunity in May to specify funds to be kept; funds returned cannot ordinarily be reclaimed until the next fiscal year. "Once we get to the budget we approve in May, we get one time to say yes or no to our money," Fried said.
Commissioner Ronan moved to request the statutory $297,342 and to reserve the right to keep a smaller amount pending further deliberation; Commissioner Feuer seconded. After brief public comment, the motion was approved by voice vote/consensus.
The commission also approved LAFCO’s 2017 regular meeting schedule (May 18; July 20; Sept. 21; Nov. 30) and received an administrative reminder from the executive officer to file Form 700 by the April deadline.
What happens next: Staff will transmit the proposed budget to the City and County and return to the commission with any recommended adjustments and a finalized budget at the May meeting.
