The Local Agency Formation Commission authorized a one‑year extension of its legal services agreement with Renny Sloan Holtzman Sakai LLP through June 30, 2018, at a not‑to‑exceed amount of $45,000, and directed staff to initiate a request‑for‑proposals (RFP) process to evaluate counsel options for future years.
Executive Officer Jason Fried summarized the contract history and usage levels, noting that LAFCO typically spends well under the not‑to‑exceed cap and that CCA‑related legal work is billed to CCA funds when appropriate. Fried explained that the firm's recent merger brings new partners, including former city attorneys, which could expand available expertise.
Commissioners said the extension is acceptable but suggested issuing an RFP to test market rates and ensure appropriate expertise for upcoming work (including the municipal bank study and Clean Power SF procurements). Legal counsel was not present at the meeting; staff clarified LAFCO has authority to terminate the contract and that issuing an RFP could follow either the city's procurement process or an internal LAFCO process.
The motion to extend the agreement and direct staff to begin an RFP (with a not‑to‑exceed amount of $45,000) was moved and seconded and passed without objection.
