The San Francisco Local Agency Formation Commission approved its March 18, 2016 minutes and the final FY2016–17 budget, and heard public comments urging faster local renewable build‑out and raising environmental concerns about coastal developments.
On procedure, Chair John Avalos noted the motion to excuse Commissioner Marr was made and taken without objection. Commissioners approved the March 18 minutes on a motion from Commissioner Cynthia Cruz, seconded by Commissioner David Campos, without objection. On the budget, Executive Officer Jason Fried recommended requesting the full $297,342 the commission is legally allowed to ask from the City & County; he said LAFCO would keep $40,000 and return $257,342 to the city’s general fund. Commissioner Cruz moved to reserve the full amount and return the remainder; the motion was seconded by Commissioner Campos and approved without objection.
During public comment, Eric Brooks of San Francisco Clean Energy Advocates and Californians for Energy Choice praised early Clean Power SF metrics and the outreach video but urged the commission and city staff to accelerate local build‑out planning. Brooks said the projection then in staff materials showed no substantial citywide network of local renewables until about 2020 and argued the commission should help develop a financing and build‑out plan to speed installations.
Later in the general public comment period, a commenter raised environmental and development concerns about Treasure Island and Bayview Hunters Point, alleging past contractor misrepresentations in testing and urging reassessment of sea‑level rise projections. The commission closed public comment and adjourned the meeting.
