Jason Fried, LAFCO’s executive officer, updated commissioners on an internal study examining ways the county could help increase voter participation. During public comment tied to the participation discussion and general comment period, speakers raised related concerns and suggestions. Eric Brooks and other advocates asked LAFCO to consider whether an initial Clean Power SF rollout concentrated in a single district — for example District 10 — might better address environmental‑justice goals or affect enrollment strategy. Jed Holtzman and others urged the commission to analyze structural factors that depress turnout, such as unopposed races and voter engagement in the ballot content.
Commissioners thanked advocates and staff for their engagement and recognized departing advocates who had supported Clean Power SF outreach.
