LAFCO approves minutes, adopts resolution honoring former commissioner and schedules scope for undergrounding study

At the start of the session the commission approved minutes from its June 27, 2014 regular meeting after clerical corrections were confirmed. Later in the meeting the commission adopted a resolution thanking former Commissioner Hope Schmeltzer for her service; Schmeltzer was unable to attend the meeting and staff said the resolution would be presented to her separately when possible.
Chair John Avalos also moved (and commissioners agreed) to direct LAFCO staff to prepare a scope of work for a study on finishing undergrounding and on opportunities to integrate fiber and other conduit work; staff will present the scope at the next LAFCO meeting. These actions were recorded as motions and a resolution in the meeting transcript; the minutes and the resolution passed without objection and the scope request was agreed as the next procedural step.
No funding commitments or ordinance adoptions occurred during the meeting; commissioners requested further technical input from city departments and stakeholders before any formal spending decisions.
