LAFCO and PUC extend joint MOU, advance LAFCO minutes and budget and schedule peer review
Summary
During the joint meeting LAFCO and PUC staff noted the 2009 MOU has expired and staff will present an extension at the next PUC meeting; the LAFCO body approved minutes and advanced the FY13–14 LAFCO budget with the expectation of additional budget detail later. Commissioners agreed to pursue a peer review of the local build plan using existing contract resources.
After the joint Clean Power SF discussion, the LAFCO body resumed its regular agenda and handled administrative items.
MOU extension and funding
Staff noted the interagency memorandum of understanding dated April 17, 2009 has expired. PUC staff said the extension would be presented as an action item at the PUC’s April 9 meeting and clarified there would be no budget impact to simply extend the MOU under the original terms.
LAFCO minutes and budget
LAFCO approved minutes from the February meeting and advanced the fiscal year 2013–14 budget for consideration with the understanding that commissioners would receive a more detailed breakdown of line items on request. Staff said the draft budget tracked the prior year with no substantive changes.
Peer review and next steps
Commissioners agreed to pursue peer review of the LPI local build plan using existing LAFCO contract resources (John DeLesi) and to place that peer‑review report on a future agenda so both PUC and LAFCO can consider independent technical feedback on the buildout approach.
No controversy arose in the LAFCO consent items; the commission took the administrative actions without recorded objection and closed the meeting.
