LAFCO outlines 2013 work plan with CCA, appointments review and municipal projects on the list

At its Jan. 25 meeting, the San Francisco Local Agency Formation Commission reviewed staff's proposed 2013 work plan and gave the chair discretion to direct staff priorities.
Jason Fried, LAFCO staff, summarized eight topic areas brought forward by commissioners and the public: (1) appointments to commissions and a possible comparative review of appointment processes in other jurisdictions; (2) jobs in the technology sector (deferred pending a separate Supervisor-initiated process); (3) tree maintenance and city landscaping issues; (4) continued monitoring and limited work on the municipal bank effort; (5) Prop H Public Education Enrichment Fund monitoring; (6) citywide WiFi and a possible study of existing dark/black fiber inventory; (7) parking meter and permit issues (deferred for additional direction); and (8) continued priority for Community Choice Aggregation (CCA) work.
Fried said staff could use interns and outside technical help for research-heavy items and would return with more detailed proposals as needed. Commissioners generally supported giving the chair discretion to focus staff work and asked to leave room for new commissioners to propose additional items. Public comment urged that LAFCO take a proactive role on municipal banking and broadband planning, including updating a previously commissioned broadband study.
The item was presented for guidance rather than final action, and commissioners agreed staff had sufficient direction to proceed. Several commissioners and public speakers said CCA will remain a major priority for the commission in 2013.
