John Avalos was elected chair of the San Francisco Local Agency Formation Commission at the panel's Jan. 25, 2013 meeting, and the body approved its minutes and confirmed a quorum.
The meeting opened with Chair David Campos calling the roll and noting that Commissioners Avalos and Maher were present while Commissioners Smelzer and Pimentel were absent; Campos asked that Pimentel be excused due to a family illness. Campos nominated Avalos for chair and discussed the commission's recent work, including the Community Choice Aggregation authorization by the Board of Supervisors. Commissioners nominated a vice chair during the same motion sequence; the nominations were taken "without objection" and Campos turned the gavel to Chairperson Avalos.
The commission then approved the minutes of its prior meeting on a motion and second and moved on to the next agenda items. There were no recorded roll-call votes on the leadership appointments or the minutes; both were approved by unanimous consent or without objection.
The chair change is procedural and does not, by itself, change the commission's substantive agenda items. The newly seated chair said he would consult with commissioners and staff as he sets priorities for the year ahead.
