LAFCO takes first-step approval of FY2012-13 budget and extends two vendor contracts

The San Francisco Local Agency Formation Commission on March 23 accepted the proposed FY2012-13 budget on the first of two votes and authorized extensions of two existing contracts to align with the fiscal year.
Jason Fried, LAFCO staff, presented the budget packet and said the commission has reserves that can be returned to the City and County of San Francisco if needed while retaining a formal record of the reservation. Fried told commissioners that the staff memo and budget materials are posted on the LAFCO website under the agenda item.
Vice Chair Avalos moved to accept the FY2012-13 LAFCO budget; Commissioner Schmeltzer seconded and Chair David Campos took the motion "without objection." Staff noted this action constituted the first of two votes and the final vote will occur at next month—s meeting.
On contracts, staff recommended extending the legal services agreement with "Ms. Miller" through June 30, 2013 to align contract terms to the fiscal year. Fried said the original contract amount was $125,000 and the office spent about $88,000 in the last year (primarily from the CCA fund); the proposed extension would produce a 16-month contract in total to align with the fiscal cycle. Commissioner Schmeltzer and Chair Campos praised Miller—s service; a motion to extend the contract (mover: Schmeltzer; second: Marr) was made and taken without objection.
The commission also authorized an extension of the term for Delancey Management Consulting to June 30, 2013. Fried said an initial amount of $25,000 had been set aside for Delancey work and only $7,000 had been used in the prior year; LAFCO staff proposed extending the term to match the fiscal year but not adding funds. A motion to extend Delancey—s contract (mover: Veil; second: Schmeltzer) was made and taken without objection.
Next steps: The commission will return next month to take the final vote on the FY2012-13 budget; no additional contract funding was approved at this meeting.
