LAFCO approves draft FY 2011–12 budget request; opts to reserve statutory allocation

Jason Fried, LAFCO staff, presented the draft FY 2011–12 budget and explained the statutory relationship with the City and County of San Francisco: the amount LAFCO requested the prior year may be allocated again unless changed. Fried recommended requesting the same statutory amount while using reserves and the option to decline actual payment this fiscal year given the city's budget situation.
Fried said the draft budget must be submitted by May 1, with a final budget due by June 15, and that LAFCO's approach would provide the city with clarity while preserving LAFCO's reserve position. Commissioners asked whether reserving the money could raise future administrative complications; staff explained how the city and county budget cycle handles allocations and reserves.
Commissioner Pimentel moved to approve the draft budget for further public review; Commissioner McRae seconded. The motion was taken without objection and the draft budget advanced toward the May 1 and June 15 deadlines.
