LAFCO authorizes extension of legal-services contract for CCA work

LAFCO authorized an amendment to the legal services agreement with Miller, Owen and Trust to extend the term to February 2012 and set a not-to-exceed amount of $125,000. Jason Fried, LAFCO staff, said the proposed allocation included $20,000 from the general fund (reserves) and the remainder from the CCA fund managed through SFPUC. He said the prior contract covered roughly $50,000 from the CCA fund and $30,000 from the general fund.
Commissioners discussed the need for continued legal support during impending contract and negotiation phases and praised Ms. Miller’s work on bid monitoring and vetting potential bidders. Commissioner Campos called the increase reasonable to ensure needed legal coverage while maintaining fiscal oversight. The motion by Vice Chair Curimi, seconded by Commissioner Avalos, carried without objection.
The authorization allows staff to keep legal counsel engaged as SFPUC prepares negotiation authority and as LAFCO participates in joint meetings and regulatory coordination.
