LAFCO adviser warns lack of access to draft reports could derail October RFP timetable

Paul Fenn of Local Power Incorporated told the commission he received only a three‑page draft executive summary and had an hour‑long phone briefing, but was not authorized to review the GES drafts in full. "We were told that they were not authorized to provide SFLAFCO any drafts of its ongoing CCA consultants work and could not provide us this material prior to public release," Fenn said, and warned that without a consultative protocol between SFPUC and LAFCO the current schedule could become nonviable.
Commissioners debated the timing implications. Some members said reviewing the draft next week and receiving adviser commentary at the next monthly meeting would suffice; others — including Fenn — said that routine access to drafts is necessary to maintain the schedule and to advise LAFCO in time to meet ordinance requirements that the Board of Supervisors approve certain implementation steps.
LAFCO members also raised oversight questions about consultant tasking and billing and directed staff to tighten coordination with contractors so presentations and documentation arrive in advance. SFPUC staff and LAFCO's executive office agreed to use the upcoming joint meeting and the August outreach sessions as opportunities to reconcile outstanding materials and scheduling issues. No formal schedule changes were adopted at the meeting.
