LAFCO and SFPUC keep CCA timeline on track; RFP for supplier expected in October

The Local Agency Formation Commission heard on-the-record updates Thursday that the city’s Community Choice Aggregation planning is advancing on its schedule, with the San Francisco Public Utilities Commission planning to issue a request for proposals for a CCA supplier in October.
Mike Campbell, director of SFPUC’s Clean Power SF program, told commissioners: “we do remain on schedule for issuing an RFP for a CCA supplier, in October.” He said staff will present more detailed RFP terms at a joint LAFCO–SFPUC meeting scheduled for Sept. 25 and expects one more meeting after that to finalize terms before issuing the solicitation.
Why it matters: the RFP will define the procurement structure bidders must meet and will shape resource mix, procurement length and contract terms that determine how quickly San Francisco could begin delivering an alternative supplier through the CCA. Campbell emphasized that timeline adjustments have been minor and that staff want RFP provisions to reflect market realities learned from consultant work and market outreach.
Supporting details: Campbell said Task 2 of the GES report is available on the SFPUC website and that other consultant deliverables — including a Local Power lessons-learned draft — will be published after final edits. He told commissioners that staff are engaging firms that bid on similar RFPs to refine the solicitation to attract competitive offers. He also noted energy-efficiency goals will be included in the RFP, in coordination with the Department of the Environment.
Next steps: LAFCO and SFPUC will review a term sheet at the Sept. 25 joint meeting; staff expect to present a final RFP structure at one more meeting before issuing the solicitation in October. Commissioners and staff agreed to continue technical follow-up on procurement mechanics and program design in advance of the joint meeting.
