The commission approved its final 2009-10 budget and took steps to staff the Clean Power SF effort. Ms. Miller reported that the Board of Supervisors passed, on second reading, an authorization for two LAFCO positions to support CCA implementation and outreach; LAFCO has authority to hire one immediately and expects to begin advertising once the ordinance is effective (about 30 days after adoption).
Budget details: Ms. Miller presented a compact operating budget that reflects only minor personnel and benefits adjustments and totals $344,445. She noted that CCA monies are accounted separately in SFPUC enterprise funds and that the commission has sufficient reserves to avoid a general-fund request of material size this year.
Staffing mechanics: Commissioners asked how the new hires will be supervised and how their duties will interact with SFPUC staff and consultants. Ms. Miller said she will return with a recruitment plan outlining duties, supervision and performance monitoring. Commissioners also recommended inviting the mayor or his representative to the April 24 joint meeting to clarify citywide support and oversight for CCA.
Next steps: Staff will proceed with preparatory work and advertise the position when the ordinance is effective; a memorandum of understanding between LAFCO and SFPUC describing roles will be placed on the SFPUC consent calendar for approval the following Tuesday.
