Mike Campbell, the CCA director with the San Francisco Public Utilities Commission, told the Local Agency Formation Commission during its April meeting that the city's Clean Power SF program is moving into procurement and public outreach phases. Campbell said the RFQ is scheduled for April 24, a prerelease workshop is planned for "the 10th," follow-up workshops will occur after RFQ issuance, and the team aims to issue the RFP in October.
The timeline and technical work will feed into the procurement package. Campbell said technical analysis by GES delivered a first draft and that the team will combine that work with market research'including focus groups and a statistically sampled survey'to determine how much "green" customers want and what prices they will accept. "We're zeroing in on the necessary operational details to ensure a successful program," he said.
Why it matters: Commissioners said early, broad public education will be essential to enrollment outcomes and to minimizing avoidable opt-outs. Commissioner Bevan Duffy suggested producing a 15- to 30-minute Channel 26 program explaining CCA and LAFCO's role; Commissioner David Campos urged outreach in community settings and close collaboration with community-based organizations, schools and colleges to build long-term awareness.
Staff and public involvement: Campbell said the SFPUC will make a basic website (cleanpowersf.org) live next week as a central information hub and will hire market-research firms with San Francisco outreach experience. He told commissioners the market research is expected to be complete by August and will inform the pricing and marketing plan for the RFP. Several public commenters, including community advocates, urged multilingual outreach (Chinese and Spanish cited) and visual, low-bandwidth materials for residents without reliable internet access.
Next steps: LAFCO and SFPUC will hold a joint meeting at 10 a.m. on April 24 to align on timelines and roles; staff said they plan a short MOU or written statement of commitments on timelines and tasks for that joint session. Campbell and SFPUC staff will return with market-research scope documents and schedule details for commissioners and will host the prerelease workshop noted above.
