LAFCO delays contract awards for CCA consultant work, asks staff for tighter budget review

San Francisco’s Local Agency Formation Commission (LAFCO) on Monday considered a staff proposal to request proposals and negotiate contracts for additional tasks related to CCA implementation but did not authorize awards.
The item presented a menu of tasks — including cost‑benefit analyses of using city agency assets, development of marketable bonds, regulatory reviews, financial modeling and risk assessment — and a preliminary budget estimate. Commissioners repeatedly emphasized they wanted to see Local Power’s final report, due by the end of the month, before committing to further contracting.
Chair Ross Vicarini and other commissioners asked staff for stricter scrutiny of the draft budget, citing current fiscal uncertainty and the need to refine line items. Staff reported an existing RFQ/RFP with five potential bidders and roughly $624,000 currently available for CCA activities this fiscal year out of a larger $2.1 million allocation over three years.
Commissioners directed staff to return in January with a fuller report and recommendations so LAFCO could calendar any action items then. Staff said the immediate request is to prepare contracts so the commission could be ready to award them at a future meeting if appropriate, but clarified that no awards would be made at this session.
No public speakers addressed this item at the meeting. The commission closed discussion and continued the matter to the chair’s call so members could review the final Local Power deliverable and staff recommendations before any contracting decisions.
