The Local Agency Formation Commission (LAFCO) voted to request that the Board of Supervisors amend the annual salary ordinance to grant position authority for two full‑time staff to support the Community Choice Aggregation (CCA) implementation.
Angela Calvillo, Clerk of the Board, told commissioners the commission has the authority to hire staff but recommended a resolution to the Budget and Finance Committee and the Board to obtain position authorization because the salaries would be paid from CCA enterprise funds. "LAFCO does have the authority to hire staff," Calvillo said, adding that seeking Board approval would provide more permanent authorization than a temporary hire.
