The Local Agency Formation Commission (LAFCO) voted to request that the Board of Supervisors amend the annual salary ordinance to grant position authority for two full‑time staff to support the Community Choice Aggregation (CCA) implementation.
Angela Calvillo, Clerk of the Board, told commissioners the commission has the authority to hire staff but recommended a resolution to the Budget and Finance Committee and the Board to obtain position authorization because the salaries would be paid from CCA enterprise funds. "LAFCO does have the authority to hire staff," Calvillo said, adding that seeking Board approval would provide more permanent authorization than a temporary hire.
Deborah Baker of the Department of Human Resources presented finalized classifications and duties for the jobs: class 9775, Senior Community Development Specialist, and class 9770, Community Development Assistant. Baker said the classifications were provided to the commission and that the assistant role had been adjusted to match an appropriate assistant‑level description. Commissioners discussed salary steps defined in the MOU; one commissioner summarized the proposed ranges as about $46,000 for the assistant position and roughly $80,000 for the senior position.
Calvillo described three location and reporting options for the new staff — placement at SFPUC offices, in private rental space, or within the Clerk of the Board’s offices — and provided administrative cost estimates. Private rental space was estimated at about $35 per square foot (roughly $8,750 per month for the space example given). Initial administrative overhead for locating staff in the Clerk's office was estimated at roughly $18,000 for the partial fiscal year and about $22,000 the following full year. Calvillo also said the positions would be term appointments (a maximum three‑year term tied to program funding) and that recruitment should begin after the Board approves any ASO amendment granting position authority.
A motion to adopt a resolution requesting Board authority to hire the two FTEs was made and seconded. The recorded roll call on the motion shows Commissioner Daley voting aye, Commissioner McGowrick absent, a "Smelser" recorded as voting no, and the chair recorded as aye; the motion passed by the recorded tally of two ayes, one no and one absence. The commission instructed staff to draft the resolution and return with final language and placement details after the Board approves position authority.
Next steps: LAFCO staff will coordinate with the Board’s Budget and Finance Committee and the Department of Human Resources to draft the ASO amendment; recruitment would follow Board action and take into account the chosen reporting/location option.
