LAFCO delays chair election, directs staff to propose rule change on term limits

Commissioners at the Feb. 20 LAFCO meeting debated whether to elect new leadership or amend internal rules that limit the chair and vice chair to one-year terms and no more than two consecutive terms.
Nancy Miller, LAFCO's interim executive officer and legal counsel, reminded the commission that current policy permits one-year terms and no more than two consecutive one-year terms. Commissioners discussed three options: proceed with electing a new chair, amend the rules to allow continuation of the incumbent, or postpone the election. Several commissioners said they saw value in continuity and suggested deleting or revising the tenure restriction; others said if the commission wanted to remove a chair it could do so by majority vote.
The commission directed staff to prepare an amendment to Rule 410 and agendize it for the next meeting. The election item was continued; no vote was recorded on a new chair at the Feb. 20 meeting.
