The San Francisco Entertainment Commission on Oct. 15 approved multiple permit applications, including three mechanical-amusement-device permits for Kittleton locations, a limited live-performance permit for Howells (2373 Chestnut St.) and a place-of-entertainment permit for Soundtrack (3192 16th St.).
Staff presented the three Kittleton mechanical-amusement (claw machine) permits on the consent calendar and recommended approval after noting no opposition from police districts. A motion to approve the consent calendar with staff recommendations passed on roll call; the permits were conditionally granted and applicants were instructed to follow up with Deputy Director Acevedo for next steps.
Howells owner Nate Welch described the Marina bar as a small venue (49-person capacity, beer-and-wine service) seeking the ability to host indoor entertainment such as DJs, vocalists and small bands daily through 10:00 p.m., and outdoor amplified sound on a rear patio between noon and 10:00 p.m. "We're just looking to have some occasional live music on our mezzanine and a single Bluetooth speaker in our backyard," Welch said, noting he conducted neighborhood outreach and provided five letters of support. Commissioners asked how the operator would handle complaints; Welch said he would follow the Good Neighbor Policy and provide contact information for immediate follow-up. A motion to approve Howells with staff recommendations carried on roll call and the permit was conditionally granted.
Staff introduced Soundtrack, the proposed successor to Double Dutch at 3192 16th Street. Owners Dave and Kimberly Competente said they plan DJs, comedy, karaoke and drag shows and that they mailed outreach letters to residential and commercial neighbors; staff reported no opposition. The record shows Vice President Wong recused herself for this item; commissioners voted to conditionally grant the permit and Deputy Director Acevedo will set an internal sound limit in accordance with Municipal Police Code Article 29 once the sound system is ready.
All permits were granted conditionally; applicants were told to follow up with staff about required conditions and next steps. No fines or enforcement actions were decided during these permit approvals.
