Commission staff report multiple noise complaints, citations and an upheld appeal for 1217 Lounge

Executive Director Wyland told the commission that on July 17 the Board of Appeals upheld the commission’s decision concerning 1217 Lounge (1217 Sutter) and that the permit holder has since completed required inspections.
Senior inspector staff then summarized enforcement and complaint responses since the last hearing. Notable items reported:
- Recovery Room (4528 Mission Street): staff responded to two 3-1-1 sound complaints in July. An inspector found entertainment after the 11 p.m. LLP cut-off and an open front door; a notice of violation was issued on Aug. 1 for operating after hours, having the door open, and for not having an on-site staff member familiar with permit conditions.
- Amano (450 Hayes Street): staff received multiple 3-1-1 complaints about outdoor amplified music; an inspector observed speakers mounted to the front of the business on July 27 and again on Aug. 2. Deputy Director Azevedo issued a notice of violation on Aug. 5 for operating outdoor amplified sound without an FPAS permit and staff said they were working to contact ownership to apply for the required permit.
- Enzyme (33 Norfolk Street): inspectors observed entertainment in progress during a compliance check and a $100 citation was issued on Aug. 5 for hosting entertainment without a permit; staff notified other city agencies and noted an open planning-enforcement case regarding zoning constraints.
- Boto (rear of Trinity Bar and Restaurant, 1853 Union Street): an Aug. 4 sound complaint prompted an inspector visit at 12:50 a.m.; staff measured sound at about 92 dBA and 106 dBC, exceeding the approved limits cited in the staff memo (90 dBA and 101 dBC). A $100 citation was issued on Aug. 5 for hosting entertainment after 11 p.m., having the door open and exceeding allowable sound limits; staff said ownership had been educated about permit conditions since their LLP was issued in August of last year.
Commissioners expressed frustration that a small number of venues repeatedly violate permit conditions and discussed possible follow-up steps; staff said it would continue to monitor repeat offenders and coordinate with city partners.
The commission took no enforcement motion in this meeting; reported citations and notices of violation are administrative actions carried out by staff and deputy director for permit compliance.
