Inspectors report multiple sound complaints and four $100 citations to entertainment venues

At the start of the meeting staff delivered the senior inspector’s enforcement update, reporting 75 311 complaints since the commission’s June 18 hearing and several recent citations tied to special-event sound and permit-condition violations.

Inspector Youngreiss measured a rooftop event at SVN West (10 South Van Ness) at 96.4 dBA / 115.9 dBC, exceeding the special-event sound limit (staff cited the limit as 82 dBA / 98 dBC). SVN West was issued a $100 citation. At 26 Mix (3024 Mission Street), the inspector observed partial failure to follow the approved security plan on reentry procedures and issued a $100 citation for violating the approved security plan. Gestalt (3159 16th Street) was cited $100 after a visit on June 30 where sound measurements registered about 102.8 dBA / 109 dBC, above the approved 98 dBA / 104 dBC limit. Blue Light (1979 Union Street) was cited $100 for hosting entertainment after 11 p.m. with the door open and a staff person unfamiliar with permit conditions.

Senior inspector staff noted management interactions and the need for cooperation with inspectors; in one case staff reported a bartender refused to assist an inspector and Deputy Director Azevedo reminded management of inspectors’ roles. The inspector also highlighted ongoing complaints around Jackson (an operator receiving multiple complaints and previously issued a notice of violation on June 4 for operating outdoor amplified music past 10 p.m.) and said staff will continue targeted visits and enforcement.

Staff asked commissioners to note the pattern of complaints and confirmed they will keep management teams informed and pursue follow-up inspections where needed. No formal commission action was required for these enforcement updates; staff recommended continued monitoring and compliance checks.
