Entertainment Commission limits Brixton’s live music after repeated late-night violations

The San Francisco Entertainment Commission on June 4 reconditioned the Brixton’s license after staff presented a timeline of repeated violations, including dozens of 311 sound complaints and multiple inspector visits that found entertainment operating after the allowed 11 p.m. cutoff.

Commission staff told the panel that since the Brixton’s limited live performance permit was issued in December 2021 the commission has received 253 311 complaints and found the business in violation during 14 of 22 inspections; 12 of those violations were for operating entertainment past 11 p.m. Staff noted the business had previously received administrative suspensions under municipal police code article 15.1 after multiple verified violations.

Hugo Gamboa, who said he took possession of the Brixton about 45 days ago, acknowledged past violations and told the commission he plans to apply for a place-of-entertainment permit through the planning department. “I plan on doing everything that I can to apply for the new permit,” Gamboa said, adding that he has instructed managers to comply with the 11 p.m. cutoff. “I’ll do my best.”

Commissioners pressed for firmer commitments. President Ben Bridal said the pattern of violations had placed an unfair burden on staff and neighbors and warned enforcement would escalate if compliance did not improve: “These will continue to escalate, getting worse and worse from your side, as we exhaust the different resources that we have,” he said.

After hearing neighbors and reviewing the enforcement record, a commissioner moved to recondition the Brixton’s permit to limit entertainment to Fridays and Saturdays between 6 p.m. and 9 p.m., with no entertainment on other nights. The motion passed unanimously (ayes recorded for President Blyman, Vice President Wang, Commissioner Davis and Commissioner Schlander).

Commission staff and multiple commissioners said the narrower window was intended to reduce late‑night disturbances and make enforcement practicable; staff also noted director-authorized administrative suspensions remain an enforcement tool under municipal police code article 15.1 if violations recur. The commission directed staff to follow up with the licensee about the planning process for a place-of-entertainment permit and to monitor compliance under the new conditions.

The reconditioning takes effect immediately. The commission did not set a further hearing date for additional sanctions but noted unpaid citations (three outstanding $500 citations totaling $1,500) remain on the business’s enforcement record.

The commission’s action follows earlier warnings and a pattern of neighborhood complaints dating back to 2021.
