Commission approves revised security plan and 2 a.m. extension for 26 Mix, adds enforceable staffing conditions

Commissioners spent the longest portion of the meeting on a contested amendment for 26 Mix (3024 Mission St), which sought to modernize an existing place‑of‑entertainment permit, adopt a revised security plan and extend allowed entertainment hours to 2 a.m. daily.
Deputy Director Azevedo told the commission staff and SFPD Mission Station had reviewed the revised plan after an uptick in complaints and recommended adopting the updated conditions. Counsel and owner representatives told the commission they had performed neighborhood outreach, identified staffing deficits and prepared a revised security plan; counsel Mark Rennie said the security plan review required only minor fixes and the applicants agreed to the recommended conditions.
Commissioners focused on two enforceability questions: the guard‑to‑patron ratio and whether a blanket requirement for multiple guards “at all times” was realistic. After extended discussion the commission amended staff language to require, during all operating hours, at least one security guard on site; thereafter, staffing will follow a 1 guard per 80 patrons ratio and, beginning at 8 p.m. daily, there will be a minimum of three guards with at least one posted outside to manage outdoor patron behavior. Owner representative William (Tony) Mayuraga said the venue would comply and had already taken steps to improve management and hire additional security.
With those condition changes and the remaining 13 staff conditions incorporated, the motion to approve the revised security plan and hours extension passed with a unanimous aye vote. Commissioners directed staff to finalize the permit language and to work with the applicant on implementation and reporting.
