Entertainment Commission approves permits for several venues, continues Decodance

The San Francisco Entertainment Commission approved a slate of venue permits at its March 19 meeting.
Consent agenda: staff recommended and the commission approved two one-time outdoor event permits (no opposition reported).
Flanagan’s Pub (3805 Noriega Street): staff recommended an LLP permit to host indoor entertainment and expanded outdoor amplified sound; owner Greg Meadow described neighborhood support and the commission approved the permit with staff conditions.
Third Floor (333 Battery Street, J Hotel): applicants sought a POE permit with occasional late-night events and outdoor amplified sound; staff noted outreach to 549 addresses and two recent sound complaints in February; owners said the space will generally end by 10 p.m. and the commission approved with staff conditions.
Xi’an Bistro (2543 Noriega Street): a small 49-seat restaurant requested a POE for private room karaoke and added sound mitigation; no opposition and the commission approved the application.
Mercury Café (Hayes Valley): the cafe requested an LLP amendment to include outdoor programming daily 9 a.m.–10 p.m. (not to exceed 6 hours daily except for six days per year up to 8 hours); staff will set external limits and the permit amendment was approved.
Halfway Club (1166 Geneva Avenue): a new restaurant-bar requested an LLP to host indoor and limited outdoor programming focused on earlier hours; staff reported no opposition and the commission approved the application.
Decodance: staff recommended continuance to the April 2 hearing to allow additional outreach and negotiation with neighbors; the commission voted to continue the item.
For each approval commissioners reminded applicants to follow up with staff, and inspectors will set and apply site-specific internal/external sound limits where indicated.
