Staff reported previous recent rooftop event complaints, set an ambient measurement approximately 175 feet from the rooftop for the regular outdoor limit and recommended a lower ambient threshold than the municipal code for this site because of sensitive nearby receptors. The applicants acknowledged prior complaints, described outreach, and said they would relocate stage placement and adjust speaker configuration to reduce bouncing to adjacent buildings. Staff will set a special event sound limit, and the permit allows up to eight special events per calendar year.
Commissioners stressed that the permit will bring the venue into the commission’s regulatory system — making it easier to require mitigation and inspect if complaints persist. The commission approved the permit with staff conditions and additional outreach and monitoring expectations.
