Entertainment Commission highlights June 15 reopening guidance: masks for unvaccinated remain and mega-event rules clarified

Executive Director Weiland told the San Francisco Entertainment Commission on June 15 that many pandemic-era directives affecting entertainment venues ended that day and that venues may begin to return to fuller operations.
"This is big news for all of us and for all of our venues," Weiland said, and staff will send guidance from the Department of Public Health and the commission to permit holders in the coming days. Weiland noted that reduced-capacity restrictions were removed but that venues must continue to follow their place-of-assembly permits and any conditions attached to entertainment permits.
Why it matters: the change lets many bars, restaurants and event venues plan for reopened operations but preserves specific protections for workers and vulnerable settings. Weiland said masks are no longer required for attendees who are fully vaccinated except in limited settings such as public transit and K–12 schools; unvaccinated individuals must still wear masks in indoor public settings and businesses. Cal/OSHA employee protections — including face-covering and distancing rules for workers — remain in force, and Weiland told the commission Cal/OSHA will revisit those rules on June 17.
Commissioners asked how mask rules will be enforced. Commissioner Lee asked whether compliance for unvaccinated patrons is "an honor system, or...the responsibility of the venue owner?" Weiland replied, "it's the responsibility of the venue owner," adding the office does not have a practical mechanism to verify vaccination status and that many compliance steps will rely on venue policies and patron cooperation.
Weiland also clarified rules for large events: indoor "mega events" (the commission defined events over 5,000 people indoors) and outdoor mega events (over 10,000) will require a health plan submitted in advance to the local public health department; indoor mega events will require proof of vaccination or a negative test for all participants. He encouraged permit holders to review their security plans and the commission's EC Good Neighbor policy as they resume activity.
Next steps: staff said it will circulate written guidance to permit holders within 48 hours and will update the commission after Cal/OSHA's June 17 review. The commission planned a later agenda item on enforcement priorities and progressive discipline for repeat violators.
