During routine reports, staff told the San Francisco Entertainment Commission that most of the city’s recorded 'jam' permits are tied to outdoor dining and therefore not usable while the city’s outdoor‑dining program is suspended.
"We have a 110 approvals right now, but, for the most part, I'd say 97% of those permits cannot be used right now because they're associated with outdoor dining," Executive Director Weiland said. She said staff will continue to monitor the health order and would run targeted New Year's Eve messaging, and that inspectors and CERT will be active on holidays.
Deputy Director Azevedo reported enforcement activity: "Since we've last met, we've had a total of 9 new complaints lodged," and described a case involving a business identified as Bodega at 700 Columbus where an inspector found the venue in full compliance with its jam permit. Azevedo said staff provided education to the business and that the overall complaint volume has been low.
Commission President Ben Blime used his commissioner comment time to press city leadership for more transparency and immediate relief. He asked city leaders to hold a hearing on outdoor‑dining data and urged officials to identify sources of financial relief for hospitality and entertainment businesses, noting concerns about closures and bankruptcies.
Blime also raised a claim about funds in Healthy SF accounts that he said appeared unused; he framed the point as a request for staff help in getting answers rather than a formal finding. Commissioners closed the meeting after holiday remarks and adjourned at 6 p.m.
Clarifying details from staff during the meeting included the 110 recorded jam permit approvals on file, the staff estimate that about 97% are tied to outdoor dining and therefore unusable in the current closure, and nine new sound complaints since the prior meeting.
