Commission approves Recovery Room limited live-performances permit and SOMArts outdoor-amplified amendment with conditions

San Francisco — The Entertainment Commission unanimously approved two permit actions on Tuesday: a Limited Live Performance (LLP) permit for Recovery Room at 4528 Mission Street and a major amendment to allow ongoing outdoor amplified sound at SOMArts Cultural Center (934 Brannon St.). Both approvals carried staff-recommended conditions that include a Good Neighbor Policy and advance notification to local police permit officers.
Deputy Director Azevedo introduced the Recovery Room application and said Ingleside Station provided a standard recommendation. Manager Jay told commissioners he plans light daytime music, neighborhood artists, open mic nights and limited weekly programming. Staff recommended approval with the Good Neighbor Policy, a sound test and notification to Ingleside Station; Commissioner Lee moved to approve with those conditions and a sound test, a motion seconded and adopted with unanimous aye votes from President Lyman, Vice President Camino and Commissioners Thomas, Lee, Falzon and Perez.
SOMArts sought a major amendment to permit amplified outdoor sound until 2 a.m.; SOMArts representative Alex described outreach to nearby condominiums, a small outdoor parking-lot site and decibel testing showing limited change above ambient freeway noise during an 8 p.m. test. Staff supported approval with the Good Neighbor Policy and Southern Station’s recommended conditions, including responsibility for managing promoters and providing a calendar of events highlighting late-night amplified sound. The commission approved the amendment by voice vote.
Commissioners repeatedly recommended that both permit holders maintain proactive neighborhood outreach and provide quick responses to noise complaints. Staff said specific outdoor sound limits will be set before or when programming is scheduled.
Recovery Room and SOMArts were asked to follow up with staff to finalize sound testing and notification steps.
