Staff reports highlight digital soundtrack permit rollout and multiple enforcement actions

Senior staff briefed the commission on recent enforcement activity and a push to modernize permitting.

Deputy Director Azovito summarized recent enforcement responses: inspectors identified 4370 Mission Street (the Herbalife Center) as the location hosting permitted entertainment and informed operators about permit requirements; repeated complaints about the Independent were investigated and inspectors found the venue within sound limits on multiple visits; Arena SF received a citation for operating above its sound limit after a 311 complaint; and Ultra Bowl was issued a notice of violation for repeatedly leaving a repaired door propped open during entertainment.

Senior Analyst Dylan Rice announced the department’s soundtrack permit is now fully digital on the ScribeDoor platform and went live on Feb. 3. “Our soundtrack permit is now fully digital on the ScribeDoor platform,” Rice said, and staff reported two soundtrack permits have been issued so far. Rice also summarized a recent SF Outdoor Events Network training (about 60 attendees) on zero-waste event practices and said the office purchased a Mailchimp subscription to expand outreach (2,171 subscribers).

Commissioners asked whether multiple 311 complaints about the Independent came from the same source; staff confirmed they did and that inspectors repeatedly found the venue in compliance. Commissioners and staff also discussed how the city’s water-bottle distribution restriction applies: staff clarified the ban covers city property, including streets and sidewalks, with exceptions such as athletic events and the ability for organizers to apply for waivers.

Staff closed by encouraging continued collaboration with venues and offering trainings and resources to help organizers comply with the city’s noise, waste and event rules.
