The San Francisco Entertainment Commission approved a limited live performance permit for Elterrible Sports Bar, 3149 Second Street, while imposing security-related permit conditions and clarifying the commission's intent on identification technology.
Staff briefed the commission on the venue's enforcement history and said Mission Station recommended conditions to address safety and security. Staff reported: "There have been 6 police incident reports submitted since January of 2019 and 4 were since July," and noted some incident reports lacked conclusive details but that there had been several physical altercations with sufficient evidence to warrant concern.
Owner Francisco Ramos, through translator Jose Gonzales, told the commission he intends to host DJs and that he will follow staff recommendations and the Good Neighbor Policy. Commissioners questioned the operator about security staffing, sound systems, and compliance with a 10:00 p.m. LLP curfew.
A central point of debate was condition 6 (an "ID scanner" requirement). Commissioners and staff discussed whether the term implied devices that capture and store personal data. To address privacy and business concerns, the commission amended the condition: the permit will require an "ID verification device" defined in the motion as equipment that verifies age and the validity of an presented ID and does not store patron data; the metal-detector-wand requirement and other screening (pat-downs, bag checks) remained in place.
Several commissioners said the conditions are premise-specific, noting the venue's enforcement history, and invited the operator to return in six to 12 months for reassessment if the business demonstrates good compliance. The motion to adopt the eight conditions with the clarified ID-verification language carried on a roll-call vote with all commissioners recorded as "aye." The acting director will follow up with the operator on implementation and monitoring.
