Sandra Chow, senior project architect with Stanton Architecture, described a select-service hotel program with about 165 guest rooms, ground-floor bar and retail, and rooftop open space. A sound study by the CDSA design group measured multiple sound sources — including nearby places of entertainment — and recommended sound-rated windows and exterior doors for several building facades to meet interior noise criteria.
Entertainment Commission staff recommended standard Chapter 1.16 conditions for residential projects plus additional façade STC (sound transmission class) ratings as shown in the CDSA study. The commission required the project to incorporate those recommended STC ratings and to return to the commission with an amended sound study if the design changes prior to building submittal.
Commissioners asked about potential ground-floor bar programming, window ratings, and whether the façade treatments and acoustic mitigation would prevent sound from escaping to nearby clubs and residences. The commission voted to transmit the written comments and conditions to the Planning Commission by roll-call vote; no public opposition was recorded in the file, and staff said outreach to nearby places of entertainment had found no known opposition.
Next steps: the sponsor will incorporate required STC ratings into design documents; if the design changes, the sound study must be updated and re-submitted to the Entertainment Commission for review before implementation.
