Owner Kingston Wu told commissioners Westwood will host local live artists on Wednesday nights and country‑music DJs on Fridays and Saturdays and said the venue has taken multiple steps to limit sound bleed. Wu said the business “spent nearly $80,000 on a combination of Internet, phone and sound system,” and described building a roof over the alley, resurfacing the roof, installing fans to reduce door‑opening, and adding sound‑dampening fabric behind speakers.
Deputy Director Azzavito told the commission the application included four letters of support, two of them from tenants living directly above the venue, 350 patron signatures and one earlier letter of concern to planning officials. Azzavito also said Northern Station approved the permit with no added conditions.
Commissioners questioned how live acts and visiting bands would be managed and whether performers would use their own speakers. Wu said Westwood plans to provide an in‑house sound system with six independent zones and an on‑site sound technician who can adjust levels; he said the venue will request that visiting acts use the house system when feasible.
A motion to approve the permit with staff conditions carried on a roll‑call vote, with recorded Aye votes from Commissioner Perez, Commissioner Thomas, President Blayman, Commissioner Lee and Commissioner Falzon. Commissioners asked the owner to follow up directly with the deputy director on remaining operational details.
The permit approval allows Westwood to operate the mechanical bull and host the live/DJ programming described in its application, subject to the standard staff conditions attached to the file.
