Entertainment Commission highlights new online permitting system, says it has sped approvals

Senior analyst Dylan Rice told the San Francisco Entertainment Commission on Nov. 5 that the department's new end-to-end permitting software, Screen Door, is already changing how event permits are processed.
"Since the May launch of Screen Door, we've issued 266 one time outdoor permits," Rice said, adding that 88% of those permits included entertainment and that the department has issued 29 one-time indoor permits since the August rollout. Rice demonstrated features that send status-notification emails to applicants, let staff and applicants add comments, integrate fee-waiver requests into the application, and automatically generate approval letters for on-site use.
Rice said the digital process has reduced calls and clarified next steps for organizers, resulting in more accurate and complete applications. "The new digital end to end application process has really improved the clarity, efficiency, and transparency for both our customers and for staff," he said.
He also outlined remaining challenges: applicants sometimes upload incorrect or incomplete supporting documents, and some event organizers are still confused about the difference between the entertainment permit and the amplified sound permit for outdoor events. Rice said staff will keep improving communications and functionality to reduce those follow-ups.
The commission thanked Rice for the demonstration; no formal action was required. The presentation followed Deputy Director Azevedo's report on recent enforcement activity and preceded the commission's regular-agenda permit hearing.
