Commission cites repeated unpermitted entertainment, warns venues on noise compliance

Azevedo told commissioners the office cited Blue Light after an inspector discovered a DJ performing "in the kitchen out of sight of the patrons," and that the applicant was at the meeting seeking an LLP permit. "We did issue a citation," Azevedo said, and followed up with the owner about the need for a permit.
Halcyon received a notice of violation after an inspector found its sound levels out of compliance; Azevedo said staff worked with the manager and that the venue reduced volume that evening. The report also flagged Oddjob for hosting entertainment on its roof after the owner had told staff he was not running entertainment; inspectors observed music upstairs and downstairs and issued a citation.
Azevedo highlighted a more cooperative case at St. Mary’s Pub, where mediation between owner Maria Davis and upstairs neighbors led to commitments on speaker placement and last-mile sound mitigation. Maria Davis told the commission she plans sound metering and will work with neighbors and an engineer to explore additional mitigation.
Commissioners questioned venues’ operational controls, enforcement follow-up and whether fines remain unpaid in historical cases. Azevedo said staff had discussed appeals and past citations and that some previously appealed citations were overturned; on Halcyon, Azevedo reported no outstanding unpaid citations after an appeal was resolved.
The enforcement report prompted commissioners to advise clearer neighborhood outreach and to use the commission’s good-neighbor policy and sound limits as conditions on permits to reduce recurring complaints. No new enforcement policy was adopted at the meeting; staff will continue inspections, follow up on citations and track compliance as permit applications return to the commission.
