Individual permits on the regular agenda also were approved: - Valencia Room (change in ownership, POE and mechanical amusement device permits for 647 Valencia Street): operating partners presented outreach, an inherited sound plan and additional mitigation; Mission Station had no added conditions. The commission approved the permit with the good-neighbor policy. - House of Thai (POE and Extended-Hours Permit for 901 Larkin Street): the owner said karaoke would run midnight–3AM with alcohol sales ending at 2AM and patrons 21+ during karaoke hours; the commission approved the permit with the standard good-neighbor policy and discussed sound-mitigation and complaint-response procedures. A member of the public requested a continuance citing neighborhood-safety concerns; commissioners discussed those concerns before voting. - 39 10 Lounge (place of entertainment and mechanical amusement device permit for 3910 Geary Boulevard): after a continued hearing and an updated security plan reviewed with Richmond Station, the commission approved the permit with conditions that include a revised security staffing formula tied to occupancy (police-recommended ratio equivalent to one officer per ~74 guests given a maximum occupancy of 150), a requirement that a readily identifiable manager be on site when open, limitations on promoter control (the permittee remains responsible for operations), exterior lighting to improve visibility without disturbing neighbors, camera requirements, and that security remain until crowds disperse. Commissioners set entertainment to end at 1:00 AM for now and retained the ability for the operator to request adjustments after building a track record.
The commission also voted to continue the Hotel San Francisco application to the March 5 hearing at the applicant's request.
Each vote was recorded by roll call and commissioners consistently required follow-up with deputy director staff to finalize conditions and next steps.
The meeting closed with brief commissioner remarks and adjourned at 7:42 PM.
