Entertainment Commission approves a set of permits and hears sound-enforcement updates

The San Francisco Entertainment Commission approved several permit applications and heard updates from enforcement staff about noise complaints and inspections across the city.
On the consent calendar, the commission conditionally approved a change-of-address limited live-performance permit for Lefty's Ballpark Buffet, authorizing the longtime restaurant and bar to operate at 145 Jefferson Street in Fisherman's Wharf. Deputy Director Caitlin Azevedo said the applicants provided letters of support from neighborhood associations and that Central Station recommended approval with no conditions.
In regular business, the commission approved a one-time outdoor amplified-sound permit for Non Plus Ultra to host a corporate winter party in the San Francisco Mint courtyard at 88 Fifth Street. Javier, representing Non Plus Ultra, described a tented courtyard setup and outreach to neighboring properties. Commissioners focused on sound-control measures and asked whether the applicant would provide an on-site contact number for neighbors; the applicant said he would be on site and provided his and an operations contact’s phone numbers.
Commissioners also approved a change-in-ownership place-of-entertainment permit for Stratos Nightclub at 358 Ocean Avenue in the Outer Mission. Manager Cesar, speaking for the ownership group, said they had been in the venue three months and would run salsa nights and DJs. The commission added conditions including a minimum security ratio, requirement that security be easily identifiable with valid California guard cards, and advance notification to Ingleside Station and the commission of outside promoters and monthly calendars.
Staff also briefed the commission on recent enforcement activity. Director Weiland noted an appeal has been filed in response to a citation issued Oct. 13 to Halcyon for exceeding interior sound limits; staff have submitted evidence and a pre-hearing statement is due imminently and the hearing is scheduled for Dec. 18. Chief sound inspector Burke described an inspection at 620 Jones where inspectors observed entertainment after the 10 p.m. cutoff and open doors; a notice of violation was issued for operating outside permit conditions. Inspector Fiorentino measured peaks above Halcyon’s interior limit at a recent visit but, after the operator reduced volume promptly, staff did not issue a citation during that visit. Inspectors also referred an unpermitted Mission venue (2788 Mission Street) to police and fire due to a hazardous basement entrance and other concerns.
Votes on the permits were recorded by roll call; commissioners voted unanimously to approve the items discussed. Staff will follow up with applicants to finalize conditions and inspectors will monitor events for compliance.
The meeting also included announcements and scheduling notes from staff; the commission adjourned after commissioner comments.
