The San Francisco Entertainment Commission on Jan. 15 approved three permit applications for venues seeking expanded entertainment privileges, citing applicantscommitments to sound mitigation, neighborhood outreach and staffing measures.
Phonobar (370 Grove) sought to convert its limited live-performance permit to a Place of Entertainment. Applicants described an installed high-fidelity sound system, a noise-abatement plan from Charles Salter, an operational limiter and a camera-linked dB meter. Owner representatives said they had reached out to neighbors and that one nearby resident replied with support. Cole Bergren of the Blue Bear School of Music spoke in favor of Phonobar, calling the owners responsible and noting past donations to the local music community. The commission approved the permit with the Good Neighbor Policy included.
The Minnesota Street Project (1275 Minnesota) applied for a Limited Live Performance permit to host public programs and private events with amplified sound. Owner Andrew Rapoport and manager Aaron Dunigan described steps taken after mediation with neighbors, including monthly event calendar submissions to Bayview Station, a dedicated guard stationed on Minnesota Street after events beyond 9 p.m., relocation of valet pickup to Tennessee Street after 9 p.m., a 24/7 response number for neighbors and an opt-in mailing list for advance notice. Commission staff noted one letter of opposition from the Mill Wheel South HOA but reported a positive neighborhood meeting and two letters of support. The commission adopted staff recommendations and approved the permit with police and good-neighbor conditions.
OneDome (1025 Market), an immersive arts and technology venue, sought a Place of Entertainment permit for occasional DJs and private events. Owner Chris Decker said the venue does not sell alcohol (private caterers may provide alcohol at some private events), has installed in-house security and supports nonprofit programming. Tenderloin station recommended approval with no added conditions; staff noted fire-department recommendations and police conditions related to the security plan. The commission approved the permit with the Good Neighbor Policy and applicable police and fire conditions.
Votes and next steps: Each permit passed on roll-call votes with commissioners present voting Aye. Applicants were directed to follow up with Deputy Director Azevedo to complete next steps, including any required filings, and to comply with the conditions attached to each permit.
