Sound inspector reports North Beach violence probe and ongoing venue complaints

Inspector Sean Burke briefed the San Francisco Entertainment Commission on March 20 about ongoing enforcement and data issues tied to nightlife complaints.

Burke said he and staff, together with deputy and acting director Wyland and Officer Steve Mathias at Central Station, are attempting to obtain surveillance footage to determine whether a recent North Beach violence incident has any nexus to nightlife activity. He described the inquiry as ongoing and offered to answer commissioners’ questions.

Burke also told commissioners that a recent 311 data import lost some dates and descriptions for complaints; complainant contact details remain but staff are leaving voicemails and following up to recover missing descriptions. He said a 311 mobile application will be tested at month‑end to improve field reporting and noted two new part‑time sound inspectors have been hired, with an anticipated April 9 start.

On enforcement, Burke said Halcyon has been cited twice in the last three months; staff indicated those citations had not yet been paid and that Halcyon is scheduled to appear before the commission on April 3 to address the complaints. Commissioners asked about citation payment records and follow‑up; Burke said he would confirm payment status and continue outreach.

The commission did not take formal enforcement action at the March 20 meeting but set Halcyon for the next hearing date and discussed amending conditions on other projects to reduce future noise conflicts.
