Commission limits Halcyon's extended hours to one late-night event a month pending sound testing

The Entertainment Commission on June 6 placed short-term limits on Halcyon's extended-hours privilege after neighbors and inspectors said ongoing noise violations had not been resolved despite prior warnings and citations.

Neighbors presented independent measurements and a timeline of citations, asserting that Halcyon had operated above allowable limits after the commission increased the venue's internal operating maximum; they urged the commission to suspend extended hours or the place-of-entertainment permit. Halcyon representatives and hired acoustical consultants described an intensive, costly remediation program that included interior treatments and a newly constructed rooftop sound-diffusing baffle wall; the venue said independent testing by certified acousticians would be conducted between June 10 and June 15 and projected that the rooftop work would reduce emissions by 7–10 dB at the property line.

Commissioners asked staff about the inspection schedule and citation history. Sound inspector Sean Burke and staff confirmed multiple prior citations and said independent testing protocols needed clarity (property-line versus complainant's property-line measurement). Several nearby residents and business representatives told the commission they had lost sleep, altered plans and even moved out due to repeated noise.

Motion and rationale: President Bridal Tan moved a temporary condition limiting Halcyon's extended-hours events after 2 a.m. to one night per month until the commission has a staff-verified sound test demonstrating code compliance. The commission said the limitation is intended to be temporary while allowing the operator time to complete rooftop work and produce independent test results; staff will schedule the re-test and report back to the commission. The motion passed 4'to—2.

What the venue said: Halcyon representatives said they had invested in significant remediation (they cited roughly $200,000 in sound-abatement work earlier in the hearing), sealed HVAC penetrations, installed a rooftop baffle wall and planned independent third-party testing. One Halcyon contractor said the rooftop wall alone would likely achieve a 7 dB reduction at the property line after final density treatments were installed.

Next steps: Staff (sound inspectors) will conduct or validate the independent testing as soon as feasible and report results to the commission. If tests show compliance, the commission may remove the restriction; if not, the commission retained the option of additional enforcement including suspension.
