Developers agree to additional night-time sound testing for two Folsom Street-area projects

At the May 2 meeting the Commission reviewed two Chapter 116 referrals for residential projects near busy nightlife venues and requested additional field noise data taken on busy Friday/Saturday nights.
Project sponsors described an 8‑story, 84‑unit proposal at 301 Sixth/999 Folsom and a separate 33‑unit project at 980 Folsom. Acoustical consultants said environmental noise studies from 2015 exist; commissioners and staff asked sponsors to either provide the underlying Friday/Saturday event data from those earlier studies or to perform a fresh measurement on nights when local venues are at peak activity.
Eric Mori of Charles Salter and Associates told the Commission the earlier report included 24‑hour averaged measurements and some maximums, and said: “We did a noise study required by the state… over a 4 day period” and that the team will coordinate with 10:15 Folsom and the End Up to capture a busy night if needed.
The Commission moved to forward its standard Chapter 116 recommendations to Planning and added conditions requiring (a) a target-night sound study coordinated with busy event nights at 10:15 Folsom/the End Up and (b) that bedroom STC ratings be consistent and at the higher protective level across the building’s façades. Commissioners also asked sponsors to include sidewalk/security lighting language in Planning conditions to reduce safety concerns around late-night egress.
Why it matters
Both projects are sited where residents will be in close proximity to nightlife activity; the Commission emphasized protecting future occupants’ sleep and the ongoing operations of existing night venues by using evidence-based STC targets and target‑night sound sampling.

Project sponsors committed to gather or remeasure target-night noise data and to adjust façade/window STC and materials if required by updated field findings; the Commission will forward its recommendations to the Planning Commission for inclusion in the entitlement record.
